How to convert .fxl to .SVD

I'm trying to load patches downloaded from this site onto a memory card and from the instructions off this site I am to place a .SVD file into the SND folder on the card, but all the files form the Librarian are .fxl. Do I have to go through and load each of these into the user memory and resave them or something?
Also are all the old JV cards been converted to Fantom X?If so where can I foind them?
