M-256E RAM card problem

The M-256E RAM card for D70 doesn't work. With a new battery installed correctly, I followed the procedure in the manual: System, I-->C, Format, Enter. In the USER GROUP page, if I press the down arrow to access the card data, the LCD keeps showing "I" for Internal. I've tried it on another D70, and the same thing happens. I have a "Voice Crystal" RAM card that works fine. Anyone ever encounter this problem? Is the M-256E card defective?
